Osborne Clarke's third representative office in US focuses on international arbitration and tech law.

In September 2023 Osborne Clarke launched a rep office in Miami led by Javier Fernández-Samaniego, a Spain qualified lawyer and Foreign Legal Consultant certified by the Florida Bar.


Miami became Osborne Clarke's third US office and its 26th international location and is the next stage in the firm's US and international arbitration strategies. The firm doesn't advise on US law and instead focus on overseas legal issues


Since opening in the US in 2000, Osborne Clarke's offices in San Francisco and New York have supported hundreds of fast-growth companies establish, grow and manage their operations in overseas markets. Working with the most exciting start-ups and many of the world’s leading companies, the in-time zone team delivers experienced support and relationship management services for the full-service overseas legal needs of US clients including M&A, Dispute Resolution, Investments, Employment, Compliance or other Regulatory/Commercial Advice. According to Steve Wilson, OCUS Managing partner, Osborne Clarke aims to be "the go-to counsel for U.S. clients who need guidance and legal support overseas".

Before joining Osborne Clarke Javier Fernández-Samaniego was heading for seven years his private practice, alternative legal service provider Samaniego Law, that had offices in Madrid and Miami. Previously Javier was Managing Partner, Head of Dispute Resolution and Commercial and IT Law Madrid team and founder of Madrid office of Bird & Bird. Before that he worked in Linklaters as Head of IT & Comms practice of the Madrid office and Cuatrecasas as Associate of litigation team and Head of Technology Law and Data Protection team in Spain.




Javier is a well-known litigator, arbitrator and mediator. He is


  • an appointee of the Kingdom of Spain as Conciliator at the Panel of Arbitrators and Conciliators of ICSID - International Centre for Settlement of Investment Disputes of the World Bank. 

  • arbitrator at the Pool of Arbitrators of the European Commission for dispute settlement panels under trade agreements to which the EU is a party.

  • Neutral of the Center of Conflict Prevention and Resolution (CPR), NY, USA, as well as Member of European Advisory Board (EAB), its Mediation Committee, its Working Group on Cybersecurity in Arbitration and its Task Force on Remote Video Arbitration Proceedings

  • Member International Centre for Dispute Resolution / American Arbitration Association (ICDR/AAA)

  • arbitrator at Madrid Court of Arbitration of the Madrid Chamber of Commerce, at the TIC

  • mediator and President of the Business Mediation Advisory Committee at the Center of Business Mediation (CMEM)

  • President of the Mediators’ Appointment Committee of Madrid International Arbitration Center (MIAC) and member of its Working Group on Digital Economy

Javier is also recognised as a “star individual” for technology, cyber and data protection law in Chambers rankings.
